After the deputy speaker invalidated 10 votes from PML-Q MPAs, Hamza Shahbaz was elected Punjab’s chief executive with 179 votes against Pervaiz Elahi’s 186. The PML-N retained the crown of Punjab on Friday after defeating the PTI in a spectacular win that few had expected in the election for Punjab chief minister. This triumph came after a nail-biting finish that seemed as plain as day.

After Punjab Assembly Deputy Speaker Dost Mohammad Mazari decided that PML-Q members’ votes were not counted in light of party President Chaudhry Shujaat Hussain’s letter urging his MPAs to vote for PML-nominee, N’s Hamza Shehbaz was proclaimed the winner.

Mazari claims that Elahi won 176 votes while Hamza received 179 votes, although this was only true after 10 votes from Elahi’s party were disregarded, which tipped the balance in Hamza’s favor.

Statement of the Deputy Speaker 

The deputy speaker said that he had disregarded the votes of PML-Q legislators by the Supreme Court’s decision. Ironically, the ruling of the Supreme Court had provided the legal justification for calling for a second round of elections for the chief minister’s position. The run-off elections for the 20 seats that became empty after the disqualification of PTI defectors who voted for Hamza were held five days after the by-elections, in compliance with the procedure outlined by the Supreme Court, in a newly formed House with a modified electoral college.

The deputy speaker read from the letter received from Shujaat, “In my capacity as PML-Q party president, I have instructed my province members to vote for Hamza Shehbaz.” Raja Basharat, the head of the PTI, disputed the deputy speaker’s decision on the house floor, claiming that in his capacity as caretaker of the chamber, he was not authorized to overturn the legislators’ votes.

Chaudhary Shujaat is not permitted to stop members from casting their votes. He said that he lacked the power to prevent any member. The deputy speaker rejected the PTI leader’s complaints and stated that he was carrying out his duties as per the Supreme Court’s directives.

A member of a Parliamentary Party made up of a single political party violates the law if they cast a vote or don’t cast a vote on a directive given by their party. According to Basharat, the parliamentary party met yesterday, and it was determined to vote in favor of Chaudhry Parvez Elahi.

However, Mazari said he had personally talked to the PML-Q chairman on the phone, and that man had three times confirmed the veracity of the letter. He signed the letter in his capacity as party leader. He said he was only carrying out SC’s instructions. “Read the SC’s ruling on defection,” it was said.

The decision was then read out by the deputy speaker.  I thus disregarded and disqualified Chaudhry Parvez Elahi’s votes. Hamza Shehbaz Sharif has been subsequently proclaimed the returned candidate for the position of chief minister after receiving the majority of the votes from the members present and voting.

Behind the Scenes Negotiations

The purported behind-the-scenes negotiations with political heavyweights, including PPP co-chairman and former president Asif Ali Zardari, resulted in the development of a last-ditch effort to save the province administration led by CM Hamza was launched.

Later, PML-Q leader Moonis Elahi told the media that Chaudhry Shujaat Hussain, the party’s president, had declined to support his cousin Pervez Elahi, a PTI contender for the position of Punjab chief minister.

“This is an afterthought on the legal aspect of the letter. You conducted a party meeting yesterday although the election campaign has been ongoing for weeks? No updates or footage were provided? What a loss. He replied to Moonis’ tweet by saying, “Total falsehood and a bogus letter, classic Moonis Elahi.”

According to Ahmed Bilal Mehboob, party legislators are instructed to vote for or against a candidate by the parliamentary party in a legislature and not by the party head.

What did Fawad Chaudhry’s Caution?

PTI leader Fawad Chaudhry cautioned that if the public’s will and the Supreme Court’s decision were not followed, the situation would worsen as uncertainty surrounds the election of the chief minister of Punjab.

PTI leader Asad Umar tweeted that the party would appeal to the Supreme Court tonight, shortly after the divisive decision was made. Political activists also demonstrated outside Chaudhary Shujaat’s residence in Lahore at the same time, screaming “lota, lota” (turncoat).

Similar to this, PTI leader Imran Khan asked followers via a video connection to stage nonviolent demonstrations throughout the nation in opposition to the Punjab Assembly deputy speaker’s decision to invalidate PML-Q legislators’ votes in the chief minister’s election.

He claimed that we knew yesterday that Asif Ali Zardari was engaged in some sort of game in Lahore and using money to get the support of the parliamentarians. The former premier further said that “conscious trader” Asif Zardari had manipulated the Punjab CM election in favor of PML-N leader Hamza Shehbaz by utilizing stolen money.
